Fueling Operations - own tanks of use fuel stations?

The City of Beloit is in the process of evaluating the replacement of our fuel system at our operations facility. We currently have two 10,000 gallon tanks our facility.

1. Do you currently have your own fueling site or do you utilize a fleet card and fuel at local stations?
2. If you fuel at stations what process do you have in place? Such as piggy backing off of state contract fuel card or go out for bid?

Any information you can provide would be helpful. We are weighing the pros and cons of replacing our current site or utilize something like a fleet card.
